Government Imposes Strict Quality Standards on Ceiling Fans, Heavy Fines for Non-Compliance

New Delhi: August 9, 2023 – In a significant move aimed at reshaping industry norms, the Indian government has taken a bold step by introducing mandatory quality standards for electric ceiling fans. The goal behind this initiative is to tackle the influx of sub-standard products into the market and promote the growth of domestic manufacturing within the electric fan sector. The Department for Promotion of Industry and Internal Trade (DPIIT) spearheaded this effort, issuing a notification to this effect on August 9.

Under the newly introduced Electric Ceiling Type Fans (Quality Control) Order, 2023, manufacturing, sale, trade, import, and stocking of electric ceiling fans are strictly regulated and permitted only if they bear the coveted Bureau of Indian Standards (BIS) mark. This measure has been deemed effective from six months following the date of the notification’s publication. This marks a paradigm shift as, until now, BIS certification was not applicable to electric ceiling fans.

The notification highlights the consequences of violating the provisions of the BIS Act. A first-time violation can result in imprisonment of up to two years or a fine of at least Rs 2 lakh. For repeat offenses, the fine escalates to a minimum of Rs 5 lakh, potentially extending to ten times the value of the goods or articles involved.

To provide support to domestic micro and small industries, the notification grants flexibility in terms of implementing the Quality Control Order (QCO). For Micro, Small, and Medium Enterprises (MSMEs), the QCO’s enforcement is set to commence twelve months from the publication of the notification.

The Department has taken a multi-pronged approach to bolster the industry’s understanding of quality standards. Alongside the development of the QCO, initiatives encompassing quality awareness among both users and manufacturers are underway. The creation of quality testing laboratories and comprehensive product manuals are also part of this comprehensive strategy, aimed at fostering a quality-centric ecosystem within the nation.

Mandatory Quality Control Orders play a crucial role in combating the entry of sub-standard goods into the market, curbing unfair trade practices, and ensuring the safety and satisfaction of consumers, while also safeguarding the environment. This proactive move by the government is poised to reshape industry dynamics, with the promise of fostering sustainable growth and excellence within the electric fan sector.
