Bureau of Indian Standards (BIS) Proposes Uniform Building Rules for India

Introduction: The Bureau of Indian Standards (BIS) is working towards implementing a common set of building and development regulations across India. Under the Development and Building Regulations 2022, published by the BIS, the aim is to standardize building permits, planning approvals, and fire safety standards nationwide. This move is expected to enhance effectiveness, transparency, and safety, benefiting both individuals and the construction sector.

Promoting the National Building Code 2016: The BIS, which operates under the Ministry of Consumer Affairs, Food, and Public Distribution, plans to promote the National Building Code 2016 in all states. By releasing a draft of development and building regulations, the BIS intends to facilitate the creation of secure and functional structures by leveraging the expertise of licensed construction professionals.

Workshop and Collaboration with Regulatory Authorities: A two-day workshop was organized in Tamil Nadu, attended by officials from the Directorate of Town and Country Planning and the Chennai Metropolitan Development Authority. The BIS aims to collaborate with regulatory authorities such as CMDA and DTCP to establish a unified set of rules and regulations. The implementation of these standards is expected to streamline the construction sector’s operations nationwide, ensuring efficiency, safety, and effectiveness.

Drafting Uniform Development and Building Regulations: To create uniformity across the country, the BIS mapped the National Building Code of 2016 and other best practices with existing statutory mechanisms, rules, and regulations governing land, development, and building construction. The result is the Draft Development and Building Regulations 2022, which is being shared with all states for their respective regulatory bodies to review and adopt.

Considering State-Specific Inputs: The BIS will take into account the concerns and suggestions raised by different states, ensuring that the final draft accommodates the needs of all states, union territories, and cities. This collaborative approach aims to address regional variations and create a comprehensive set of regulations that satisfy the diverse requirements of the entire country.
