DPIIT Notifies Quality Control Orders for ‘Smart Meters’ and ‘Welding Rods and Electrodes’ to Boost Quality Standards in India

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce & Industry, has taken a significant step towards enhancing product quality in India by notifying two new Quality Control Orders (QCOs) for ‘Smart Meters’ and ‘Welding Rods and Electrodes.’ The announcement was made on July 14, 2023, and the QCOs are set to come into effect six months from the date of notification.

The Smart Meters (Quality Control) Order, 2023 mandates compulsory certification under IS Standards for specific types of smart meters. These electronic devices play a crucial role in recording vital information, such as electric energy consumption, voltage levels, current, and power factor. They facilitate transparent communication of this data to both consumers, enabling them to better understand their energy usage, and electricity suppliers, aiding system monitoring and accurate customer billing.

On the other hand, the Welding Rods and Electrodes (Quality Control) Order, 2023 requires mandatory certification under IS Standards for specific welding products. Welding rods are essential for shielded metal arc welding (SMAW) or stick welding, serving as both filler metal for the workpiece and a means of conducting electric current to the arc. Welding electrodes are metal wires coated with chemicals to protect the metal from damage, stabilize the arc, and improve the welding process.

By enforcing these Quality Control Orders, the DPIIT aims to improve the quality and safety of these products in the Indian market. Prioritizing consumer well-being and the overall development of a robust quality control ecosystem, DPIIT has been working in close collaboration with the Bureau of Indian Standards (BIS) and stakeholders. This collaborative effort has resulted in the development of 64 new QCOs, covering a total of 317 product standards.

The focus on implementing quality control measures extends to various key products, including insulated flasks, portable water bottles, flame lighters, and more. The ultimate goal is to promote Aatmanirbhar Bharat (self-reliant India) and ensure that Indian products meet global quality standards, gaining credibility and recognition worldwide.

Prime Minister Shri Narendra Modi has emphasized the significance of manufacturing high-quality products, stating that Indian products of top-notch quality will achieve widespread recognition, contributing to global prosperity. The Quality Control Orders ensure that Indian products adhere to prescribed Indian Standards, which can be made compulsory by the Central Government to protect public interests, health, environment, prevent unfair trade practices, and safeguard national security.

Extensive consultations with industry associations and stakeholders were conducted before finalizing the draft QCOs. Following approvals from the Hon’ble Commerce & Industry Minister and legal vetting by the Department of Legislative Affairs, the QCOs were made available on the World Trade Organisation (WTO) website for 60 days, inviting feedback from WTO member countries.

To facilitate the smooth implementation of the QCOs and support small/micro industries, relaxations have been provided concerning timelines. Manufacturers, retailers, and sellers of non-BIS certified products will face prohibitions under the BIS Act, 2016, and violation of the Act can lead to imprisonment and substantial fines.

The DPIIT’s efforts to implement Quality Control Orders for ‘Smart Meters’ and ‘Welding Rods and Electrodes’ will not only protect consumers but also elevate the overall manufacturing quality standards in India. By discouraging sub-standard product imports and fostering a quality ecosystem, India is poised to develop world-class, high-quality products, aligning with the vision of an Aatmanirbhar Bharat.
